Virginia Tutt Williams
District 1 Commissioner
Commissioner Virginia Tutt Williams was born in Lincoln County in 1953 and attended Lincoln County Primary School.  She is a 1971 graduate of Evans High school in Columbia County, GA, a graduate of Warm Springs Technical School and Augusta Technical College.  She is the daughter of the late Arthur and Rupert Tutt.  At 16 months of age she developed polio and has overcome it. Commissioner Williams says “I had polio, it did not have me.”
Commissioner Williams was the first Lincoln County Elections Director and remained so for 12 years from 1995 – 2007.   She was elected to represent District One in 2014 for a four (4) year term (2015 – 2018).  She serves as the Chairman for the Finance Committee and Vice-Chair for the Public Works Committee.
She has two (2) children; son Kelvin and daughter Freda. Freda is married to Dorian Law, and they have two (2) children, Brianna and Dorian.  Commissioner Williams is a life-long member of Rehoboth Baptist Church in Appling, GA where she is a church trustee.  She is also a member of the Lincoln County NAACP and TIA. 
Her hobbies include reading and sewing.
