O.C.G.A section 15-11-10 authorizes the Juvenile Court to establish a "community based risk reduction program for the purpose of utilizing available community resources in assessment and intervention in cases of delinquency, deprivation, or unruliness.

The goals for the F.A.S.T.S.T.A.R.T are collaboration of all public and private child service providers in the community, preventing duplication of services and to examine, evaluate, and eliminate the root causes of deprivation, delinquency and unruliness.
